Students with a mother tongue other than Norwegian who can not Norwegian, or who have weak skills in Norwegian, will have an adequate Norwegian language education. In spring 2012, the County Governor introduced the supervision of four municipalities to investigate how this right has been practiced and secured. Single decisions and mapping were central to the audit.
Minority-language students have the right to special Norwegian language education if they have a native language other than Norwegian or Sami, and certain they do not have enough Norwegian knowledge to follow the education in and in Norwegian in regular classes. Separate language training is an important tool for integration policy. It is important for minority language students to learn their education, life and work in Norwegian society as soon as possible to acquire sufficient competence in Norwegian to follow the mainstream education at school.
Separate language training is a collective intervention on special Norwegian language education, mother tongue education and bilingual education. Special Norwegian education aims to strengthen education in Norwegian. Mother tongue education is education in the native language, while bilingual education means that the student is trained in one or more subjects in two languages. The right to special language training is granted in the form of a single decision. From 1 August 2012, the municipalities can organize special training programs for newcomers and other minority students with very limited Norwegian knowledge in their own groups, classes or schools.
It is the municipality's responsibility to map the students' knowledge in Norwegian before adopting a decision on special language training. The mapping will also be conducted along the way in the training for pupils who receive a separate course language training. The under way survey will, among other things, assess whether the students have enough skills in Norwegian to follow the usual education.
A new audit carried out by the county governor in Sogn og Fjordane shows that most municipalities and schools had a lack of routines and the use of individual decisions.
