Pupils with a mother tongue other than Norwegian who do not speak Norwegian, or who have weak skills in Norwegian must have a Norwegian language training. Spring 2012 introduced the County supervision with four municipalities to examine how this right has been practiced and secured. Individual mapping was central audit.
Immigrant students are entitled to special tuition if they have a mother tongue other than Norwegian or Sami, and some they do not have good enough knowledge of Norwegian to follow the instruction in the Norwegian regular classes. Special language education is an important means of integration policy. It is important for minority students their education, life and work of Norwegian society that they as soon as possible receive sufficient skills in Norwegian to follow the normal teaching in the school.
Special language is a general concepts of special tuition, native and bilingual instruction. Special tuition aims to reinforce training in Norwegian. Mother tongue education is education in their mother tongue, while bilingual instruction means that the student receives training in one or more subjects in two languages. The right to special language is granted in the form of an administrative decision. From 1 August 2012, the municipalities organize special training programs for new arrivals and other minority pupils with very limited Norwegian language skills in separate groups, classes or schools.
It is the municipalities 'responsibility to identify students' proficiency in Norwegian before they make a decision on special language. The survey will also be conducted during the training for pupils who receive special language training. Along surveys will include assessing whether students have adequate skills in Norwegian to follow the normal teaching.
A new supervision carried out by the County Governor of Sogn og Fjordane show that most municipalities and schools had shortcomings when it comes to procedures and the use of individual decisions.
